Comparison of the Characteristics of Perceived Risks of Residents Living Near Waste Incineration Facilities in Korea and

Abstract:
The objections of residents over the construction and operation of waste incineration facilities has strongly influenced waste management practices in Seoul, Korea. It was found that people’s impressions depended on their perception of associated risks as well as the information provided by the government. As risk perceptions differ depending on personal experience and sources of information, in this paper we first investigate residents’ perceptions of risk regarding local waste incineration facilities in Seoul and then those in Nagoya, Japan, which has a longer history of waste treatment using incineration. The differences between the two cities are then examined. Residents’ acceptance of risk is also investigated by analyzing the differences in their ratings of the “dread” risk factor and “unknown” risk factor, based on answers provided by residents from a questionnaire survey we conducted in both cities. And the characteristics of risk perception according to city and area-character were clarified by calculating the average of principal component score of two factors for these. In conclusion, the residents in Nagoya, which has had a longer experience with incineration facilities, exhibited a low dread risk factor in terms of perception of unknown risks. On the contrary, because of the short history of waste incinerators in Seoul, it was found that the residents’ perceived risk was based less on actual experience and more on information from mass media sources such as newspapers. It is thought that this is one of the causes for opposition by residents against incineration facilities.
