Abstract:
In recent years, the phenomenon of land neglect in suburban/rural areas, which is characterized by the abandonment of land management and land use for urban purposes, has been observed. The aim of the present study was to identify the spatial characteristics of neglected land and the actual status of landownership and management in six settlements in Tsukuba City. The following results were obtained: i) extensive land neglect was found in all the settlements examined; ii) although industrial sites, material storage yards, and waste storage yards existed mainly in residential areas, they were also found sporadically in agricultural areas, raising concerns about their deleterious effects on the agricultural environment; iii) abandonment of land management and illegal waste dumping were commonly observed in forest areas and their peripheries, contributing to the deterioration of satoyama (forest areas that served as an important part of traditional life and agriculture); iv) many cases of land use for urban purposes were mainly driven by independent business activities including civil engineering, construction, and horticulture, operated by residents of target and neighboring settlements. This was assumed to be one likely cause of land neglect, since the residents of neighboring settlements know the land conditions but do not feel a sense of responsibility toward the community of the target settlements.
